Description

This Implementation Package (iPack) is a self-contained package to assist and guide civil aviation authorities (CAAs) in defining a process for measuring safety performance related to their national aviation safety plan (NASP) activities, to assess implementation and effectiveness. It includes relevant documentation, tools, and an online course to facilitate these processes. A dedicated subject matter expert will work remotely with the CAA, providing guidance in their implementation efforts to achieve the objectives of the iPack. The level of progress made in achieving each iPack objective depends on the availability of CAA resources to perform the work.

 

GOAL

The goal of this iPack is to assist and guide civil aviation authorities (CAAs), that have developed a NASP, to define how the State will measure safety performance to monitor the implementation of the NASP and its effectiveness.

 
OBJECTIVES
 

After having successfully deployed this iPack, CAAs will be better equipped to meet the objectives of this iPack, which are to:

 

  1. Determine national high-risk categories of occurrences (N-HRCs) and organizational challenges, using standardized frameworks;

  2. Measure safety performance to monitor the implementation of the NASP, using multiple sources of information;

  3. Assess the NASP's actual effectiveness in terms of improving safety at the national level;

  4. Periodically monitor the implementation of safety enhancement initiatives (SEIs) to ensure actions are being accomplished, that they are effective and that any difficulties in implementation are addressed;

  5. Identify factors that require a re-evaluation of the NASP content to ensure content is still relevant to the State's operational context; and identify other SEIs the State may need to manage; and

  6. Establish a maintenance process for the on-going coordination and monitoring of the updates to the NASP and its SEIs.

    • Dedicated Subject Matter Expert, for a duration of 20 workdays over a period of three months, providing remote technical assistance to achieve the objectives of the iPack.
