The Handbook contains the ICAO spectrum strategy and policy statements relevant to the aviation requirements for radio frequency spectrum and is intended to assist States and ICAO in preparing for ITU conferences. The Handbook has been updated to include the ICAO Position on matters of interest to aviation on the agenda of ITU WRC-23 and an approach for establishing and promoting the ICAO Position for future ITU WRCs.
