Description

This Implementation Package (iPack) is a self-contained package to facilitate and guide appropriate Authorities for Aviation Security (AAs) in the implementation of ICAO provisions. A dedicated subject matter expert will work remotely with the AA, coaching and guiding their implementation efforts to achieve the objectives of the iPack. The SME and the AA will agree and prioritize the iPack objectives to be addressed during the SMEs contracted period of support. The level of progress made against each iPack objective is dependent on the availability of AA resources to perform the work.

 

GOAL

Supporting ICAO Member States that are in need of assistance to build and strengthen their ability to meet obligations for civil aviation security under the Chicago Convention and to facilitate and guide Appropriate Authorities for Aviation Security monitoring the implementation of measures to protect civil aviation against acts of unlawful interference during the COVID-19 pandemic.

 

OBJECTIVES

After having successfully deployed this iPack, AAs and other relevant entities in charge of overseeing the implementation of security measures, and drafting national regulations and/or procedures for implementing ICAO Annex 17 provisions, will be better equipped to:

1) ​​Improve the State’s capability to apply risk management principles and manage aviation security risks during the COVID-19 pandemic;

2) ​Update State’s quality control program and procedures to reflect the national documentation that may have been amended by issuing temporary directives due to the COVID19;

3) ​Improve strategies for planning and conducting aviation security monitoring activities using a risk-based approach; and

4) ​Develop and implement quality control tools to assist strengthening their Aviation Security System during the COVID-19 pandemic.

 

TARGET AUDIENCE

Appropriate Authorities for Aviation Security (AAs) and other relevant stakeholders responsible for the implementation of the National Civil Aviation Security Programme

 

COMPONENTS

  • Expertise:

Dedicated Subject Matter Expert, for a duration of 15 work days during a three-month period, supporting remotely the appropriate Authorities for Aviation Security (AAs) in achieving the iPack Objectives.

 

  • Workshop:

◦ COVID19 Aviation Security Quality Control Management - customized, 12 participants for a duration of 5 days                                                        

– Total number of training slots: 12
