Description

The Universal Safety Oversight Audit Programme (USOAP) Continuous Monitoring Approach (CMA) provides a mechanism for ICAO to collect and analyze safety information from Member States and other stakeholders in order to identify and prioritize appropriate oversight and monitoring activities to be carried out by ICAO. 

 

The Aviation Legislation and Civil Aviation Organization (LEG/ORG) online course will enable you to gain knowledge on LEG and ORG subareas. It focuses specifically on identifying Protocol Questions exploring key documents and guidance material.

Goal

The Aviation Legislation and Civil Aviation Organization (LEG/ORG) online course assists aviation experts regarding the establishment of a Civil Aviation Administration (CAA) by providing clear guidance on the following LEG subareas: promulgation and amendment procedures; enforcement; empowerment of inspectors; ratification and implementation of Article 83B. Additionally, it will provide guidance on the following ORG subareas: establishment of State civil aviation system and safety oversight functions and its resourcing; technical personnel qualification and training; technical guidance, tools and provisions of safety critical information.

 

Learning Objectives

Part 1: Legislation (LEG) 

Upon completion of this part, participants will be able to:

• Recognize the essential content of the protocol questions (PQs) in primary aviation legislation and civil aviation regulations and identify the more challenging PQs.

• Relate the content of the PQs to the associated ICAO documents, such as the Convention on International Civil Aviation (Chicago Convention), Annexes to the Chicago Convention, and relevant guidance material.

• Demonstrate the application of auditing techniques and methodology learned from this computer-based training.

 

Part 2: Civil Aviation Organization (ORG) 

Upon completion of this part, participants will be able to:

• Explore the essential content of the protocol questions (PQs) in the area of civil aviation organization(s)

• Relate the PQs to the associated ICAO documents, such as the Convention on International Civil Aviation (Chicago Convention), Annexes to the Chicago Convention, and relevant guidance material.

• Discover key information to seek and verify. 

• Review shortcomings frequently discovered during a CMA audit.
