Description

This Implementation Package (iPack) is a self-contained package assisting and guiding the civil aviation authority (CAA) to implement, manage and operate effectively their Safety Reporting Systems in accordance with ICAO’s Standards and Recommended Practices (SARPs) through the effective implementation of national legislation, regulations and guidance material. It includes relevant documentation and a training course to support these functions. A dedicated subject matter expert will work with the CAA personnel guiding their implementation efforts to achieve the objectives of this iPack. The level of progress made against each iPack objective depends on the availability of authority’s resources to perform the work.

 

GOAL

 

The goal of this iPack is to assist and guide civil aviation authorities and their staff with the competencies to develop safety intelligence through effective State Safety Reporting Systems. This iPack supports civil aviation authorities to implement, manage and operate effectively their Safety Reporting Systems in accordance with ICAO’s SARPs through the effective implementation of national legislation, regulations and guidance material.

 

OBJECTIVES

With the successful deployment of this iPack, civil aviation authorities and relevant organizations are better equipped to:

 

1.    establish or improve the State safety reporting system regulations in accordance with ICAO provisions including the definition of reporting obligations and scope of mandatory and voluntary reporting systems;

2.    develop or amend the procedures of the organizational unit(s) in charge of State safety reporting;

3.    develop or improve confidentiality protections to reporters and safety data;

4.    apply best practices on the use of ADREP taxonomy for safety reports coding;

5.    integrate safety report processes for development of safety intelligence and support of the SSP; and

6.    promote a positive safety culture among reporting organizations and individuals.

 

 

TARGET AUDIENCE
 
 

The target audience of this iPack comprises personnel from CAAs or services providers who are involved in SMS/SSP processes. In addition, CAA´s safety oversight staff (e.g., inspectors) and/or operational staff from service providers.

 

 
COMPONENTS
 
  • Expertise:

   Dedicated subject matter expert, for a duration of 9 workdays over a period of 3 months, providing remote technical assistance to achieve the objectives of the iPack.

  • Training:

   Safety Occurrence Reporting for Practitioners (SORxP EN) – virtual course for 9 participants for a duration of 4 days.

  • Documents:

   Relevant ICAO Annexes and guidance material

   Other relevant documents
