Goal

The Cross-Border Transferability online course aims to enhance participants’ understanding of the ICAO cross-border transferability (XBT) framework and improve their ability to manage aircraft registration, deregistration, and related regulatory challenges.

Course Description

This 5-hour online course provides a practical overview of the ICAO framework for cross-border transferability (XBT) of aircraft. Participants will explore international standards, principles, and airworthiness considerations related to registration and deregistration of aircraft. The course also addresses key regulatory and operational challenges and provides the most common aircraft registration and deregistration processes. 

Learning Objectives

Upon completion of the course, the participants should be able to:

  • Understand ICAO’s framework for cross-border transferability, including registration principles and standards for aircraft registration.
  • Describe key procedures and challenges in aircraft registration, deregistration, and cross-border transfer. 
  • Identify airworthiness issues in cross-border transfers, including national differences and updates to Annex 8 and Doc 9760. 
  • Recognize the importance of aircraft registration, including its benefits, requirements, and practices to avoid delays. 
  • Explain ICAO guidance on maintaining unregistered aircraft, including procedures, responsibilities, and considerations.

Primary Target Population

Primary target audience: 

Civil Aviation Authority personnel are responsible for (a) aircraft registration and aircraft de-registration and (b) safety determinations related to aircraft export. 

 

Secondary target audience: 

Operators, aircraft owners and other stakeholders involved in the registration, deregistration and transfer of aircraft from one State to another. 

 

Certificate

The Final Exam consists of 20 multiple-choice questions. The participant requires a grade of 80% to pass. Note that the participant will be granted 3 attempts only. Upon successfully completing the exam, the participant will receive ICAO’s e-Certificate.
